Abstract

This study addresses the issue of increasing private vehicle use in Surabaya and operational inefficiency among three overlapping Commuter Lines (CL): CL Supas, CL Arjonegoro, and CL Blorasura. Despite rising travel demand, problems arise from low trip frequency and uneven load factors. The research aims to analyze passenger characteristics, load factors, and propose a more efficient operational pattern. The data includes passenger volumes from January to July 2024 and primary survey data on passenger characteristics. The results show that most passengers are of working age, with work-related trips on weekdays and shopping or leisure trips on weekends. CL Blorasura has the highest load factor due to its limited trip frequency. The study recommends increasing trip frequency, extending CL Supas routes to Surabaya Pasarturi, and replacing train units to improve operational efficiency.
